What the Bondi Junction Inquest Means for Crowded Places Security in New Zealand
On 5 February 2026, the NSW State Coroner handed down her findings into the murder of six people at Westfield Bondi Junction (WBJ) on 13 April 2024. The 300-plus page findings are, first and foremost, an account of profound loss of Dawn Singleton, Jade Young, Yixuan Cheng, Ashlee Good, Faraz Tahir and Pikria Darchia, and of the extraordinary courage shown by members of the public, WBJ staff and first responders, and in particular NSW Police Detective Inspector Amy Scott.
They are also the most detailed operational post-mortem of a crowded-places active armed offender (AAO) attack that Australasia has produced. For those of us who design, install and monitor security systems in shopping centres, transport hubs, stadiums and other high-footfall sites, the Coroner’s findings are essential reading, and several of her 23 recommendations map directly onto decisions Nextro customers need to make about their security technology, staffing and governance.
The core operational findings
Setting aside the extensive mental health and firearms licensing findings (which sit with the health and policing sectors), five findings are directly relevant to venue operators and their security partners in New Zealand:
1. Control room competency is not a training checklist: it’s a live capability that must be verified. The CCTV Control Room Operator on duty on 13 April 2024 had twice failed audits on the AAO response procedure in the weeks before the attack, and the Coroner found she was not competent to be working unsupervised that day. The Coroner was scathing about a training sign-off document that had clearly been completed retrospectively rather than reflecting real, staged competency assessment. Scentre has since trialled a two-operator model in the control room during trading hours, and is being encouraged to make it permanent.
2. Speed of verified detection is everything, and most of it was lost to ambiguity, not technology. The first radio call from a security guard who witnessed the attack did not clearly convey that an armed offender was in the centre. Verification only came roughly three minutes later, by which point the attack was over. The mass-notification system (the PA system and the evacuation alarm) was technically capable of reaching the public within 90 seconds to two-and-a-half minutes, but there were no pre-recorded PA scripts ready to go, costing further time.
3. Interoperability between security control rooms, police and ambulance is the single biggest systemic gap. A “Hot Zone” declaration by NSW Ambulance was made one minute after NSW Police had already confirmed via CCTV that there was only one offender: information that never reached Ambulance Control. The Coroner has recommended NSW adopt a JESIP-style (Joint Emergency Services Interoperability Programme) framework, used in the UK, built on shared situational awareness, common terminology and co-location of command posts.
4. Weapons detection technology in “crowded places” is now squarely on the table. The Coroner recommended NSW Government monitor its “Jack’s Law” handheld weapons-scanning trial (adapted from Queensland) with a view to making it permanent, and to consider extending it to crowded places generally rather than only sites subject to a formal declaration.
5. Public awareness of “run, hide, tell” messaging cannot be assumed. Evidence suggested the ANZCTC’s “Escape. Hide. Tell.” guidance (the shared Australia-New Zealand messaging) was not well known to the public. The Coroner has recommended an active NSW Government advertising campaign, and encouraged venue operators to help disseminate it to staff, retailers and patrons.
Why this matters here in New Zealand, not just there
New Zealand shares the underlying doctrine referenced throughout the findings. “Escape. Hide. Tell.” is ANZCTC guidance common to both countries, not an Australian-only standard. More importantly, the NZ Government’s Crowded Places Strategy (developed with NZSIS and NZ Police, and updated in the wake of the Christchurch mosque attacks and Auckland’s own attacks and near-misses) sets exactly the same expectation the Coroner is now formalising in NSW: that owners and operators of shopping centres, transport hubs, stadiums and other high-footfall venues take active, demonstrable ownership of their security posture, not simply install cameras and hope.

The WBJ findings give that strategy teeth. They show, in granular detail, what “demonstrable ownership” actually looks like when regulators, insurers and courts start asking questions after an incident: documented and verified (not merely signed-off) staff competency; tested response timings, not assumed ones; pre-built emergency messaging; and a clear, rehearsed interface with Police and St John/Wellington Free Ambulance.
What we’re recommending to Nextro customers
For operators of shopping centres, transport hubs, stadiums, hospitals, and other Crowded Places sites, we see five practical actions coming out of this inquest:
- Audit control room staffing models against real incident load, not rostering convenience. If your control room can be left unattended, or relies on a single operator during trading hours, that is now a known and litigated risk. A second-operator or buddy-monitoring model, or automated CCTV analytics that don’t depend on a human watching a wall of screens, closes this gap.
- Move from generic emergency response plans to pre-built, tested response macros. Genetec Security Center and Axis systems both support pre-configured incident response workflows: pre-recorded PA scripts, automated mass-notification overrides, and one-touch activation sequences. The WBJ evidence shows the difference between an ad hoc response (2 minutes 30+ seconds) and a rehearsed one (as fast as 90 seconds) is entirely a function of preparation, not equipment capability.
- Verify competency, don’t just document it. Training sign-off should be evidence-based, using staged scenario testing with dated, individually signed records, not a retrospective checklist. This is as relevant to an MSSP’s own SOC operations as it is to a client’s front-of-house security team.
- Map your interoperability with NZ Police and ambulance services before an incident, not during one. Shared terminology, an agreed escalation and command structure, and (where possible) a joint command rehearsal are cheap compared to the cost of a “Hot Zone” style miscommunication.
- Reassess weapons detection technology for your highest-risk sites. With NSW actively expanding handheld scanning trials, and Queensland’s Jack’s Law already in permanent operation, this category of technology is moving from novel to expected for major NZ venues, particularly those that have previously experienced weapon-related incidents or sit on the NZSIS/NZ Police “attractive target” list.
